(5) Backed by Japan to carry on his campaign

against the Nanking Government, Chang

Chung-chang is now uniting all the

heterogeneous troops in the Shantung Frovince. Judging by this, we can see

that Japan would, in the event of the

Sino-Japanese negotiations being

considered un-satisfactory, render help

to Chang Chung-chang in taking Shantung

with a view to breaking the line between

North and South China.

(6) The Provinces such as Shensi, Honan,

Suiyuan, Tsitsihar, which are all under

Marshal Yen Shi-shan, are openly hostile to Russia. It is reported that

Marshal Yen will ally himself with the

North to attack the South, and will, in

case of any sudden coup in Nanking,

declare neutrality before making alliance

with the Fengtien Party.

(7) The military leaders of the Three

Eastern Provinces are all under the

direction of Japan.

(They have made a

provisional pact with the Nanking

Government to check the progress of the

Russian work and influence in their

territories). The Nanking Government

is, therefore, unconsciously helping

Japan, though the two are enemies to

each other.

As to the question of the Chinese

Eastern Railway, it has no significant

importance from the financial point of

view, but, politically, we must pay our
